To Interested Parties:

The Office of the State Fire Marshal (OSFM) is providing Notice of Scheduled Public Hearing of proposed modifications to California Code of Regulations, Title 19, Division 1, Chapter 13, related to State Fire Training – fee increase adjustment to certification and training standards for California fire service personnel.

Pursuant to Government Code Section 11346.8, the OSFM will hold a public hearing on the proposed action on Friday, June 5, 2020 at 1:30 pm to accept oral testimony regarding this proposed regulatory action.

Oxnard College Fire Academy and EMT Programs

Re: Resumption of Clinical Instruction and Skills Testing

On April 13, 2020 students of the Oxnard College Fire Academy and EMT programs returned to the Camarillo Airport site in order to resume instruction and psychomotor skills testing. Assistant Dean Matthew Jewett, faculty and staff created and have implemented an execution plan designed to ensure the safety of students, faculty and staff; and to allow students to complete their educational goals.

Prior to the resumption of these activities, Assistant Dean Jewett issued Pre and Post-Class Health Screening protocols and Mandatory Standard Operating Procedures. (Slide 2)

Students were required to sign a Student COVID-19 Waiver. (Slide 3)

The EMT students were divided into MW and TTh morning and evening sections, in order to allow for greater social distancing. A detailed electronic health screening documentation system was created. (Slide 4)

EMT ILT Jake Findlay created and deployed an online health screening application that students were required to download on their smart phones. The health questionnaire has to be completed daily and presented at the time of screening. (Slide 5)

Assistant Dean Jewett posted COVID-19 warning signs at all entrances to the site. (Slide 6)

Students in EMT are required to park on the south side of the building, Fire Academy on the north side. A COVID-19 Screening Corridor was created on the north side of the building. Students line up 12 feet apart, on marked sidewalk, prior to being screened. Health Center Coordinator Dr. Deanna McFadden is assisting with the screenings and a Seek Thermal Imaging Thermometer has been deployed. (Slides 7, 8 and 9)

Social distancing is practiced by Fire Academy and EMT. (Slides 10 and 11)

Staff decontaminate classrooms and equipment using a 10-1 bleach solution. (Slides 12 and 13)

Some good news:

SFT  has been actively working on getting approval to modify the skills delivery policy with IFSAC and Pro Board for about a year and this pandemic and SFT think’s they finally sealed the deal. SFT believe’s they are weeks away from having a formal approval to deliver all assigned skills to the Lead Evaluator at the time of approval; which would eliminate these types of auto generated emails. Once formalized, SFT will send all skills at the time of approval and 3 weeks before the module begins the Lead will share the skills with associated staff (just as before). So, this will be a small administrative change but significant for SFT in setting up and tracking who gets what exactly 3 weeks before and trying to manage date changes, etc. and SFT think’s this is helpful for the Lead Evaluator because they will have advance notice to what the skills will be.

The last sentence allows us to continue. I took this to mean skills training – small group maintaining 6 feet distance. I agree with your idea going forward with skills training and testing, small group format.

To that end, “effective Friday, March 13 through Tuesday, March 17, Santa Ana College and Santiago Canyon College will suspend all in-person and on-campus convening of classes and student support services.  Online and virtual instruction will begin Wednesday, March 18, 2020 through Friday, April 24, 2020. We recognize that not all classes and/or services can be moved to an online format. In these limited cases, some courses involving labs, studio instruction, career and technical education skills-based courses, performance classes, physical education and student support services may occur on campus.”
